    What is nroff?

Sir i can't understand what is nroff and why gnu project does not use nroff (meaning of statement)
When i searched it i found (nroff (short for "new roff") is a Unix text-formatting program; it produces output suitable for simple fixed-width printers and terminal windows. It is an integral part of the Unix help system, being used to format man pages for display.
nroff was written by Joe Ossanna.),,please clearify this?

    Helllo Anon10110,

nroff is the old document formatting system mainly used to produce man pages. There are other much powerful document processing systems such as latex, texinfo etc. Documentation of many GNU and non GNU projects are in texinfo which can be used as single source to produce documents in many formats such as html, pdf etc. Same applies to latex also. Many documents are also produced using SGML which can again be used to produce outputs in many formats.

I would suggest you to take a look at wiki pages corresponding to texinfo, SGML and latex to fully understand why they are much powerful than nroff.
